Can a laptop battery replace an optical drive with a HDD?
No such generic device (because of the damage that could ensue if connections were incorrect) For IBM/Lenovo laptops there exist (ed) Ultrabay batteries to replace an optical drive with a battery (and adapters to replace an optical drive with a HDD), but I don't know any battery that would replace just a HDD.
How do I connect extra batteries to my laptop?
There's no standard connector for extra batteries - they need to interact with the charging system which not standardized across laptops. Devices like a 2.5" SATA HDD / SSD plug into a power connector that supplies them with regulated 12V, 5V, and 3.3V power. That's the same power bus that powers other devices.

You can't usefully connect a battery to the regulated output side of the laptop's internal power supply. The laptop will maintain the 12V rail at about 12V regardless of whether it's plugged into the wall or not. A hypothetical battery wouldn't know whether to charge itself or try to supply current on the 12V rail.
How much power does a laptop hard drive use?
5% is ok anything over 13volts/ under 11.5 is somewhat out of bounds. I would suggest a laptop drive as they require much less power. what kind of dvr would you be using .. a usb powered laptop drive drive in an external enclosure comes to mind. they use between 1 and 3 watts of power.
